Born in April 1972 in Abéché, Chad, Abbas Mahamat Tolli is a graduate of the École nationale d’administration de Paris and the Université du Québec à Hull, Canada.
BIOGRAPHY
From 2005 to 2008, he served as Chad’s Secretary of State, then Minister of Finance, in a context of national and regional crisis. He then became the country’s Minister of Infrastructure and Equipment from 2011 to 2012. His career took on an international dimension when he became Secretary General of the Banking Commission of Central Africa. In 2015, he became President of the Development Bank of Central African States (BDEAC). In 2017, he was appointed Governor of the Bank of Central African States (BEAC).
At the head of the institution, Abbas Mahamat Tolli led major reforms aimed at modernizing the institutional, strategic and operational frameworks of monetary policy. This has strengthened the transmission of monetary policy impulses to the real sector in the CEMAC (Central African Economic and Monetary Community) zone. He has strengthened the transparency of financial flows and governance through the introduction of a revamped foreign exchange regulatory framework. He also organized the merger of the two stock exchanges in the CEMAC zone, and adopted digital innovations to ensure full interoperability of payments, thus promoting the continuity of economic transactions during the Covid-19 crisis.
Abbas Mahamat Tolli has received many honors at home and abroad. Grand Officer of the National Order of Chad and the National Order of the Leopard in the Democratic Republic of Congo, he has also been awarded the Orders of the Cameroon, Central African Republic, Gabon and Equatorial Guinea.
